Could be a bad batch of eeproms.
If you write a dataset [bmw for example] to the eeprom, then read it, if result is 000000 then send them back and get your money back

I also had a similar problem. The factory was damaged EEPROM 35080. I advise you to watch out for suspiciously cheap EEPROM's

To be written M35080 Once again must be deleted first. You can delete only special apparatus operating with a frequencies up to 6MHZ

I've never had a problem writing them with UPA so must be a bad batch.
How are you connecting to the chip?

I found this info on the cdh website. I dont know if it will help but worth a try.
Please note that these new M35080 eeproms (Supplied 2008) have been fixed by the manufacturer, that is they cannot be erased without specialist equipment.
If your using a programmer other than a CDH unit, then your programmer is copying the Incremental registers too.
The first 32 bits of Eeprom address &h0 - &h1F are protected from being lowered.
If using a Programmer other than CDH?s, then once you have copied the original data from the old Eeprom, erase the first two lines of address &h0 - &h1F with all 00?s within the saved file.
Then program the new Eeprom supplied by CDH with the new data (Having 00?s on the first two lines).
Now use your dashboard programmer to program the required value.

We are talking here about writing new 35080 eproms. Our friend has some new eproms which are unwriteble. A new eprom must be write with any programmer , like upa, x-prog and others without erasing.

If Im not wrong, I think technobox is the second member here who found the new bad 35080. I can be the third one, a few chips from China, all result exactly the same.

I have found too 2 or 3 bad 35080 . I was supposed this problem appear at overvoltage, more then 6V for a short time .

assuming we are using a non -faulty 35080 from China.
THESE CANNOT BE ERASED.
1.Remove 35080v6/vp or variant from board.
2. Read and save data.
3. Load the saved data onto a spare ORIGINAL 35080 3 /6
4.Change the mileage and SAVE this dataset.
5.Finally, load this changed dataset onto the Chinese 35080.
6. Put eeprom back on board, job done.
7. You may wish to mount this original eeprom in a dongle made from a spare D plug to suit your programmer, then its an easy job to simply plug in the dongle to load...change..save....
