I am going to change millage in bsi and dashboard, that is not problem. What worries me is service history. Does anyone knows way how to delete it. I can check it in my pps (clone no intenet connection on laptop) but can i delete it using pps? Where is it stored?

There could be hundreds of reasons that the op may need to correct the mileage in his car. Peugeot car dash boards are very bad for going faulty. Its wrong to say its fraud. The mileage could jump just from jump starting the car.

What if car does not need mot, then no vosa record !

What if nobody has done an hpi check on it?

Also, mileage check is option on hpi.not all hpi checks include mileage check.
What if original owner is changing mleage?
Mileage check then write to him asking mileage, what will he answer?

Yes mr8 - of course. Correct the mileage in car it`s ok if he has reasons.
Only clear service history i think it`s no good.
I was reading mobile.de and see e.g Peugeot 407 with 230000- the same car in Poland, two weeks later, have 128000 km and clean history.
