I have had loose sensors on the front wheels as well as rust under them causing the air gap to be to large.

Hello,
Check the front Sensors as Fordracer4life says Front Sensors do come out on its on and cause this kind of fault.
You just need to push it back in again, and most of the time is the front lift wheel do cause this.
Normally if you diagnose the ABS system it should tell you which side sensor is causing this fault or if you look in live data you will see the faulty sensor will have different reading from other sensors.
Hoe this helps.

there is no any fault in ABS ECM. I use Multi di@g diagnostic equipment and like I said there is no fault. Just ABS pump start to work. Sensors are in right position. And also like I said, the speed of all wheels are same. So, all sensors works properly....

first post again = check the the rings on the drive-shaft for cracks .
otherwise u can take all information from one sensor that work and connect them 2 the abs unit

I reckoni everyone is on the money here, something along the lines of signal issue. If its had drive shafts or wheel bearings the new ones may have different amounts of theeth & sending wrong messages back.

TRUST ME, EVEN IF THE FUSES LOOK WHOLE AND GOOD, REPLACE THEM. EVEN WITH A WHOLE FUSE, THE CONTACT POINTS LOSE VOLTAGE AFFECTING THE WAY THE ABS PUMP WORKS

YOU MUST BLEED THE BRAKING SYSTEM, YOU HAVE BUBBLES ON ABS BLOCK, THE REASON OF ACTIVATION OF THE ABS AT SLOW SPEED IS ONLY THIS. BLEED THE ENTIRE SYSTEM OF BRAKING AND YOU WILL NOTICE IT AT VERY FIRST MOMENT
