Why should I have to change transponder when changing BSI, ECU and chip?

In my mind the transponder is "blind" and the chip which is in the key sends its "message" to BSI-box and it does not matter which transponder there is.

Am I right or wrong

because the transponder is coded with pin code and for working the ecu, bsi and transponder must be coded with the same pin code, if you change one of them the engine not start,
