Have you tried iRecovery ?
To kick out ?

cmd iRecovery then cd to the location and start it with -s

iRecovery -s

then do this commands :
setenv auto-boot true
saveenv
/exit

Then hold power and home till you see the apple logo.

Search google for libusb drivers if you don't installed yet and install.
Search iRecovery also and copy the iRecovery.exe to C:\

in your windows you go to start => execute => and type cmd.
A black window will open.
Type in cd C:\ and Enter.
Then type iRecovery -s and Enter.
Then type setenv auto-boot true and Enter.
Then type saveenv and Enter.
Then type /exit and Enter.
Keep power and home buttons till you see the apple logo.
Your ipod will go out of the loop.

just come across this post now, but can verify irecovery works

my ipod touch went into recovery mode over weekend and after some googling got hold of it and bought it back to life.
