I want to know the role of the capacitor, because when I remove this capacitor and I control the supply of 29f 200bb I have 5v and when I put it back no 5v

Yes, decoupling.

If with capacitor you don't have 5V, and without it you have 5V, maybe capacitor is in shortcicuit. Check it with tester.

replace it or bridge the conection.
