Is the chrysler/jeep skim matched to the ECU for 1998-2002 k-line (NON CAN MODELS)?

If lost key solution, can you just remove SKIM and put in used skim with key and start car without problem or is skim matched to each ECU

I need your advice

No you can't, you have to edit the vin of the new immo to match the existing ECU.
