Ford VCM works with jaguar and land rover

Today, my brother got a new Ford VCM V73 from China, and want to work with jaguar and land rover 2000, finally it is not working, according to our usually experience, we check the driver but the driver is installed well. So, the seller told us, to use VCM V73, it is only suitable for jaguar and land rover only after 2005. Now, have to return back, shit, it needs me much shipping cost...........
