I have used BDM100 from EVC on electronic Perkins engines. This engine actually have a Caterpillar ecu, I dont know whats inside the ecu from the 3406E engine, but it could be that this ecu can be done with the same equipment. You have to open it and have a look inside.

3406 should be Adem 2 ecu. 28F010 inside ecu

OK, then I think you have to desolder this and read it with a reader.
BDM100 reads Motorola MPC processor.
