I use East-Tec Eraser because of its extra security features ie secure deletion.

East-Tec Eraser's paid-for software but anyone interested enough shouldn't have to look too hard to find a solution to that.

Avg pc tune up is great but also so is ccleaner, if i had to choose would be avg, also use avg paid version to protect my pc, as mentioned above theres ways around it costing, it cost me nothing :)
In 5-6 weeks getting a new laptop so maybe change my security etc

For free version I would suggest
Glary Utilities - Award Winning System Optimizer and Registry Cleaner | Glarysoft (http://www.glaryutilities.com/)
Of course both offer a pro version, which you can get through paying or other means ;)
Uniblue is also good
The best depends on how you define best and im quite pedantic about these things so I use them all once a week ;)
Gizmo gives a good breakdown of each utility in each of the 'tune up' area
