First, check VDD and VCC ( look for +5v, +8v) and I2C lines (pull-up resistors). Also, try another dump.

I2C connect MCU with tuner (in most cases, I dont know if in your radio model work I2C in tuner). So, look MCU type (MC68HC... TMS... ST9...) and search pinout. After that, follow SDA and SCL from MCU. Pull-up resistors are in parallel and tie to +5v
I dont have this model dump, Im sorry.
BTW, find you 8V VCC? Its very important!
Edit: see image, is from Ford 2000 series Serv. Manual. Notice +10v (not 8V) and I2C lines...

Look pic. This radio have 3 I.C on right side. I dont remember exactly, but 2 of them are Power amplifiers, and 3st is an Multi-regulator. You should check this I.C.

I dont understand! I know your problem is tuner, not cd. I say check regulator cause its the supply of tuner.
You change tuner? Radio is O.K. now?

Yes, as iamthemanwork (http://www.digital-kaos.co.uk/forums/members/123749-iamthemanwork/) say. You must restore first 10 pins, 2, 3, 6 and 8 looks like cut ways... You should use more temperature in your solder! and clean board when finish. Happy you can solve your problem. Regards!
BTW, you can start changing Xtal first...
