Can i read this ST 4949ed chip with seeprog or xprogm? This chip isn't listed but is there a way?

The answer is in your datasheet...its a voltage regulator, not eeprom.
What module have you found it in? Maybe someone can tell you what device you need to be reading.

I know there is a 24c in ecu but can i read immo box??

Post a photo of the front label of the box and someone will convert the code for you to manually enter 8c keys.
If you're friendly with a ford or mazda dealer, give them the 10 digit number above the barcode, and the Vin and they'll give you the 8 digit code.

Thanks, i can convert the code from the front myself via a ford contact. I was looking for a way to write keys into dump or extract the pin via eeprom in immo box. The ecu is hard to get out so was looking for an easier option.

There's no easy way on this one...8c chips and manual key registation only, not by dump.
They can be a pain to get into programming mode as well. Follow the manual registration slowly and exactly.

Thanks, i have done many ranger before but i can only get pin codes mon-fri 9-5. I have one to go to saturday but its 60 mile away so only wanted to make one trip.
