Ducato 2011 3.0 speed limiter

I'm a beginner in ecu programming.
This is ecu of my client.
Vehicle details: Fiat DUCATO 2011 3.0 160 MultiJet
ECU DETAILS:

Mission is: ENABLE speed limiter to 130km/h.

Problem is: what kind of ECU is it? I have BDM only. Can I program it with bdm?
