Install the 32 bit version of windows 7

Our is that too obvious.

The program must be 16bit which will not run on 64bit Win7. Run XP on a virtual machine and install the software on that. You can go here (http://www.microsoft.com/windows/virtual-pc/download.aspx) to get M$ XP mode with virtual machine.

It should run in 7 X86 as it supports 16 bit programs using the wow exe emulator, the same emulator Windows 64bit uses for 32bit programs but not 16 bit.
So it should be ok on a X86 machine..

Running it in XP Mode should work as well but you need a decent spec machine for it to run half decent.
Anything below 4gb ram and a would consider using a X86 version of 7 instead.

Opel TIS 2000
Most of vehicle programs run only on XP
