Sunlight needs seven days not several minutes.

it needs normal UV lamp, can be the one from some water filtering apparatus. need very close distance of an inch placing

it works in europe, tested by me years ago.
it must works in indonesia much better, only must wait for direct sunlight, clouds /vapor/ is effective UV filter.
some wery old types needs little bit higher energy to excitation but i believe it no needs more than hour under indonesian sun :)
if you are looking for available UV source, look at local supplyer for medicinal technic, i have tube from germicide emitter /10usd/. may be it would be usable cheap UV checker for banknote or some UV LED, but needs to check datasheets if spectrum contains some energy in UV-C /220-280nm/, because with standart "UV" LED operating time is tens hours.

but in Indonesia was a rainy, no sun is too bright

The real thing would be something like this: UV Eprom Eraser Erase Ultraviolet Light Erasable Timer | eBay (http://www.ebay.de/itm/UV-Eprom-Eraser-Erase-Ultraviolet-Light-Erasable-Timer-/320748419972?pt=LH_DefaultDomain_3&hash=item4aae187b84#ht_3991wt_906)

Maybe a "tanning bed" would help, too.

Yes agree, but that thumb looks like a lorry drivers or shelf stackers thumb.

You need the data sheet for that chip.

When i was growing up (no lie - serious) Daddy (before he died) told me this:

EPROMS require 25 Volts to programme them, cmos ones can do it on
12.5 volt.

Check the data sheet for that chip

it may also be the eprom not being full erased with the magnifier.
if its not completely erased yoy will end up having programming errors.

MeatWhat a good Daddy. :manuflag: I'm very envy.
The 25V is require for older eproms.
