VW touran cluster arrows

Hi, does anyone knows if it's possible to fix touran arrows? i was disassembling cluster and took off arrows of all gauges. when i put back, the tacho arrow is loose and doesn't work. if i move it with hand i feel limits, but it's moves free and should move with a little of resistance. shafts stayed in place. don't know which step i did wrong. Is it possible to fix without swapping motors?
