help with old 406 all keys are lost

hi friends
plz i need help to program a key for this peugeot 406
i think it is year 98 or 99 (all keys are lost)
only one key but no transponder inside,so it can open the car but no start.
olso i cant get pin from vin (not listed)
i have T300 -SBB-CLONE ZED BUL
WHAT IS THE WAY TO MAKE THIS KEY
