Precoding PSA transponder

Hi
Could someone explain me what Does it mean that transponder has to be precoded for use in group of car ?

If I buy new from ebay id46 it will not work if I want to program key with PP2000 or lexia ?
What cheapest machnie can do it ? and how to do it ?

To pre-code peugeot transponder is not required.

Use Transponder ID46 in Password mode for PSA-Groupe.
you can't use ID46 in Crypto mode .
if you have ZedBull or Tango , Hitag2 Programmer , you can change transponder from password mode in crypto mode or vice versa .

So is there any rules if new brand trnasponder is in password mode or crypto as default ?
