Post a high res picture of you chip and maybe tell us what the chip is in? There should be more numbers like 0D47J or something like that at the bottom.

Follow the diagram # 3.6.1 MC68HC05B PLCC52 in the manual y2007 or y2011, note that the MCU pin PD4/AN4 must connect to UPA pin8 and not pin6. set the freq. as read on the x-tal. and if it's not secured it should read. good luck.
