You could use some form of spike control as this seems most effective. I think they are about ?1.00 strip. http://www.birdspikesonline.co.uk/imagecache/baeb6521-34b1-4153-99ca-9cca00b63490_400x469.jpg

get some black bin bags,

make flags with them by cutting long 1 - 2 inch strips leaving the last few inches so you can attach to a pole of stick, the wind will blow these around and should scare them away.

Pigeon Fanciers use these to make the pigeons exercise and it stops them from landing and being lazy , they take the flags down when they need to get them in.

Failing that get a stuffed cat, ive even seen stuffed owls or birds of prey, as pigeons wont go anywhere near a bird of prey , they are scarred shitless

I used to race pigeons so i know about this , and what scares them e.t.c

Spikes are plastic if all else fails you could put them on the end of bamboo stick and throw spears at them. Here's how I did it back in nam. http://24.media.tumblr.com/tumblr_l3lq5gO82y1qc604eo1_500.jpg
