how can i format a sd card to fat 16? pc only does fat n fat 32

been told need to be formatted to fat 16 for wii is it right one?

Is there a right one? This product claims to do it and is free (or so it says) and looks better than some apps I have seen out there..

I do not have a Wii myself so have not had to go about this ...
