Lancia Delta Key Programming

Hello For all
In garage I have two Lancia`s Delta 2008.
Booth no more recognize their own keys.
Tried to program them back using pin, but no luck.
In key ID 48
PCF7946
Can I use blank chip? Or I need to precode it first?
Also some one said that possible to program new keys only ordered by VIN? What to do?

Key works. Something wrong with BCM memory.
BCM Recognizes its pin, but do not recognize original keys
