i have dacia logan 1.4 8v with siemens ems3132
ecu nummber is

key with uch is sync but ecu with uch not, so i need
immo off, car cranking but will not fire.

please would someone help me with immo off, i was
try few dumps but no luck (i cut pin 58).

If key is sync with uch ( so immo led is off after you put contact ) you need ECU VIRGINISED ! and wire 58 connect back you cut it !
And your car will be as new one after ecu will learn the code from key + uch.

yes i know
i do more then 10 dacia logan ( change ecu ) doing virgin with scp decoder
but this logan wont work, maybe uch is bad or wiring,
ecu is ok ( i try another virgin ecu )
immo led after ignition goes off, and with clip on the uch parameter key is ok.
on ecu parameter immobiliser is active and
no rpm reading, no recognition of cyl 1.
crankshaft sensor is ok (have reading with ossciloscope)

How do you know immo is active ? So you put APV with good, orig key, immo led in dash is set off, not rapidly blinking, so an unlock code is sent from UCH to injection ecu, wire 58 ok not cut, and with a virgin ecu must learn that code and the next time you put APV your engine must start - as you already knew . So a diag tester would be very useful, for logan a ddt2000 is enough to see what`s happening there.
Without a diag tester is very hard to identify the problems, anything could be wrong, i have no elements to indicate you a way to follow.

Later edit : make an ecu virgin and use an emulator or an ecu offed, and see if car starts, this way you eliminate the keys and UCH you suspect it is broken

connector of ecu (wire side) was broken,
wire 58 and both wires from CPS
