1999 jeep cherokee help

We have a 1999 4.0 cherokee cranks but no start. the yellow key in a circle light on the dash comes on for 3 seconds then goes off for 5 seconds then returns and stays on with the ignition. This is model with skim unit on column. Pump/injectors/coil relay is not pulled to ground by ecu. No comms with obd port, I dont have diagram to check it out.
Any help would be great

Eventually got to fault, Ecu had failed, Have now sourced used ecu, does anyone know which chip to swap out of old unit, it has no 8 pin eprom and it has 2 identical 28f micros which actually have the word FLASH printed on them.
ECU is motorola with 3 plugs, and pcb's are bonded to inside of outer skin.

Or which programmer can re-program this used Ecu
