I have Peugeot Boxer 3.0 l. 2008 ECU BOSCH 0281014211, with speed limitation 90 km/h.
Car has tachograph.
Where there is a speed limiter information ? (in Flash or eprom)

The speed limiter is set to 250 km/s in the turboracing (http://www.digital-kaos.co.uk/forums/members/185017-turboracing/)'s map - it was 160 km/h anyway - so your speed limiter is somewhere else.
