If you want to program keys you need to leave immo on.
I did also your file off, just in case you decide to go this way.

Immo off will not help you to turn Dash On.
You probably do not have programmed key and on that car no way to light up dash if key is not programmed.

I told you above, if dash is not On , then most likely key is not programmed to car.
You need to check and see is it key programmed .

Your file is not good,
I guess your programmer did not read it good.

Dashboard eeprom will not help for anything and it has nothing to do with keys in this car, There is a Kessy unit in this car.
