Smart for four lost keys

Hi all i have Smart forfour 2004 Vin WME4540322B128964 all keys are lost i checked on other equivalent model key is remote pcf 7941, i have star diagnose and smart key generator the dealer say you cant add key when all keys are lost so how can i do this and if i use precoded pcf 7936 can this be done or must it be new virgin key with pcf 7941
