Sounds like a bootloader problem, Dell is shite :)

Run the diagnostic and that should sort it How to Run the Dell 32-bit Diagnostics Utility | Dell (http://support.dell.com/support/topics/global.aspx/support/kcs/document?c=us&cs=19&l=en&s=dhs&docid=DSN_A9E3A15597A04AFBB02EE16785D39C5C&isLegacy=true)

Can you connect to external monitor? you have to switch it off & back on again so it recognises external connection on start up but it will help with your diagnosis of where fault is

Boot with Hirens Boot CD and load "Mini XP" , this will tell you if your system files are trashed or something else. Use the tools on "Hirens Boot" to fix your problem.

Looks like the backlight has gone on the screen. This could be because the inverter board is faulty or the backlight itself is faulty. Cheapest repair would be to replace the backlight or the inverter board, whichever is faulty, (the backlight is part of the LCD screen). Replacing just the backlight is not for the faint hearted, its tricky. Replacing the screen is the most expensive option but is easier than replacing the backlight. All these items can be found on ebay.
