Need info about Master III 2.3dci EDC17C11

Need to know where is the speed limit stored flash or eeprom?? Also if someone have full read from that EDC17C11 without speed limiter out of EU , maybe Russia or Serbia etc.
I have absolutely virgin read from that ECU 0281017977 never programed on car -but the problem is when i go to prog on car for Bulgaria will set speed lim from server.....
I have read also ECU like this used on car and with different set speed lim 90km/h and 100km/h - the differences only in eeprom but i cant find logic..
With Renault Clip i can only lower the speed limiter -never increase it !?
Any suggestions mates

You would need to be brave but you could try lowering the limit with clip and try to see what changed?

It's quite simple it is written in Big Indian so 100km is 2710h
In your 100km file it is written as 1027.
And for your 90km file its the same issue.

But i don't know the checksum calculation.
