As you already know, M35080 is a special prom, mileage can not be written with smaller values unless you have a programmer special for M35080 ( BMW idea ! ). In these cases and no special programmer, people change the prom with a new one which can be written with any value you may want.

If it is 35080 & not vp v6 etc .. then upa can do this .
Captain Arthur can explain well about this .. but i use r270 for these ..

If it's not Vp type try to erase all memory with upa and then write.

Yes buy a new 35080 chip copy original data then change mileage

actually, no.
If you copy original data to new chip you may not be able to change the kms down.

first you must zero top 2 lines THEN copy original data to new chip.

Best solution is to have an original 35080 3 eeprom soldered into a dongle, use this to accept original data and change kms to new, then you can copy this data to your new chip.

upa works fine, ua Tulgey says, you need to read data from original chip, edit the 2 first lines then write this to new chip. Top 2 lines do not have to be zeroes, they must be lower or at least equal to the desired value. that way you can still modify chip

I was saying they have to be zero rather than ffff if it is ffff you cannot program at all
