Try this tut (http://www.showmethetelly.com/forum/viewtopic.php?f=5&t=2) and this proxy list (http://samair.ru/proxy/proxy-01.htm).

Might have to try a few different proxies as some may be banned by beeb.

Don't waste your time with a proxy, it does not give any real protection.
Use a vpn account, or the like service I use, noirvpn dot com.
They have 7 servers, and one in the UK, so you're safe to do what you want.
Works for me anyway.

edit..
Opps..I just realized this is an old thread

VPNBook is free and i won't recommend Free VPNs because Free VPNs are not safe for users because it only gives 128 bits protection although mostly people love to use free vpns but they don't know the cons of it as has less features. Comparatively, PureVPN has bunch of features with low cost, it's the best VPN for UK (https://www.purevpn.com/uk-vpn-services.php) and i must say it would also provide an extra layer of protection with it's best encryption feature of 256-bit Data Encryption and Multiple Protocols.

It seems to me that you are exaggerating the disadvantages of free VPN. If the purpose of the user is just to get access to the resource (video, torrent), then the usual free version is enough. If the quality deteriorates, I just find a new free service.
