Procedure to install a used speedometer into Audi A3?

The car currently has NO speedometer, the one that was in the car was sold more than 1 year ago so we can't copy anything from it.

What can we do to get this car up and running?

i think you need, 7 digit of your board, or immo, and the codes of the car, after that coding with vcds, and in some case new transponder in the keys to adap to cluster.
Is A3 8P or older?.

Its a 2003, but not sure engine or litre size. its for my friend who owns a VW breakers.

no ! you need new trasponder id48 tp25 with precode datas of new dash

ID 48 CAN megamos will work and do not need to be precoded.
Most VAg cars till 2006 chip does not need to be precoded.
I have done it many times.

As I mention above you can use id 48 CAN chip then you need to read pin form ECU and dash and use immo 3 procedure with VCDS:

- read pin from ecu. Probably edc16 if diesel car. Use proper tool (avdi, vag dash can...)

- i don t think you have original avdi to prepare dealer key. Go to dealer and buy new key.

- with vcds, use code pin founded to ecu and program it in ecu 25 immobilizer...

it is very easy read pin code in ecu and write whith carprog pin in dash and add the keys

Don't really want to buy anymore new keys, can I install a used speedometer and turn immo off?

If you do immo off, car will start. But dash screen appear "safe".
Also, impossible to open or close glass.

If you have way to get VAg Dash Can it is very good tool for this job.
All you need to read ECU , write VIN , Immo id , CS and pin in dash and add keys with it.
With VDC you can do whole job.

Like I said before keys do not need to be precoded.
This is Immo 4A and it can be done with VCDS .
This dash is same type as Golf/Bora pre 06-2006.
Immo 4 C needs to have keys precoded , but immo 4A it same as immo 3.
I have done it many times and I know it works.
As I mention above Vag Dash Can is perfect tool for this and it can done whole job with out VCDS.

Easy way is with Vag Dash Can.
You read ECU , and write down VIN , Immo id , CS and pin.
Then you read Immobilizer , then it will be option "Immo data".
Click that , and you can add VIN , Immo ID , CS and pin. Write data in Immobilizer.
After that read Immobilizer again and go to key adaptation, add key function.
I think this can be done same way with ADVI under pre 06-2006 VDO .

With VCDS you need to know pin from dash and ECU.
Then you do this procedure:

Yes, 2003,2004 and 2005 same.
