I programmed a new 24c08 I did file a virgin and raised the pin 7 to pin 8 and welding
but the problem and that the machine arrives at 3000 rpm and does not exceed
can you tell me where I went wrong

The eeprom that you must use is a 24C04 not 24C08.
Do you have a picture of your job on the ecu pcb?
