I have a toyota rav4 D4D with chek enginein dash
I made a diag gives me: p0380 glow plug / heater circuit A
I changed the spark plugs and four new relay but still the problem is present.
it can come from ECU
tankh's in advance.

Check the fuse and relay control

check feed from ecu to you glow plug relay it is correct?
