upa usb cant read 68hc11k2

hi to all...I try read this mcu 68hc11ka2 (68pin) with conecton in pdf in upa manual..but I cant read.?any help this mcu .?

usually not need to lift nothing. only replace xtal with 8mhz if isnt fitted one.
depend on module.
look on upa connections and see whats wrong

Connect wire and click "Test Connections" if the result in each pin is BAD lift that pin
