If its the cooling fan the car does not know what temp it is so puts the fan on.
You will find it is a faulty ecu or the wires going to it.
Check the loom at the front of the battery case for damage or rubbing through.
Then check the power supply / earths to the ecu / and the fuses on the battery terminal.

Is this Petrol or Diesel Engine..........?

And when you say the Blower Motor stay ON all the time.......Is it the Radiator Fan or, the Heater Blower Motor in side the Cabin..........

As i say its petrol , when card is in ,blower (radiator) works in hi speed , when is out works in low speed.
to stop blower i have to remove battery earth.
If i connect battery again , blower it doesnt work until the first attempt to start the car.

OK you have lost the power to the Engine ECU..........

1) Are you sure you have checked all the fuses and relays in Engine Bay fuse box......There are 3 fuses on Battery Terminal check them again.........

2) Check the Fuse Box in Engine Bay for any water or damp in there..........remove the fuse box out and check it properly......

3) Check the wiring loom from ECU towards the Battery corner for broken wire..........

As Ashraf6119 already suggested you should check that engine fuse box (UPC).

Take it out of the plastic and check that relay I marked on the picture. Especially check that PEM commector if you see water traces.

Those marked 2 pins are very common and do get rust and brake so look in there properly............
