When the weather is hot (40? C for ex.) less oxygen go into the car, than in a room temp. of 15? C (for ex.)

The Weather is too hot , over 40 deg , and the car go into safe mode , we tried to make all tuning ,, but the same problem ]
even we change the turbo with bigger one ,,

Changing the Turbo with bigger one will cause more hot air and more problems. Its clearly an intercooler shock or overheating problem.Check IAT and BTS.
In my country at summer ,we get 40+ C ,nothing you cant solve with a good intercooler ,CAI .I would not recommend disabling ,masking or changing thresholds of Limiters or diags in maps , cause you want go to limp mode but your motor will burn !

EDIT :Also as a Peugeot tuner myself , we usually put at 207 RC/GTs Ibiza Cupra 6L Intercoolers. They fit like a charm.
