My brother in his wisdom, purchased a USA version of the Kindle Fire, and yes you have guessed he cannot get access to the google play app, needs usa address and credit card if I root the device would that then give him access to the Play area ?

Any advice appreciated

rooting the pad will still leave os in place and you will still have the same problem, if you decide to root the pad then look for a custom rom which will replace the existing one then you should get access google play store.
