How can I turn off the Vmax limitation in a 2010 Ford Mustang? Can I read it with MPPS?

So it's emulated eeprom in flash rom. But which tool is able to read it? Galletto 2 via obd, bdm or jtag? Come on, tell a little bit about the details. ..
