pi metafile compiler

Reading through the help on the DDCT tool I've come across a program that is supposed to be included but isn't with our current distributed rar. It's called Pi Metafile Compiler and it's really the key to unlocking the tune's full potential as I've come to understand it. Does anyone have this tool or can get this tool and would be willing to share? Thanks in advance.
