Try to read eeprom with power supply, if you can only read with power supply is a comun problem with carprog clone, the solution is in the forum

Normally solution is change 4x 74hct125D for 4x 74hct125M, or add 4x 74hct125d on parallel connection. Check wires from Clip to Carprog unit too.
