If you have bench tool to connect Vag-Com and go to adaptation ch 91 :
Immo off = 1
Immo on = 4

your immo off is correct, is there error 'engine start blocked by immobiliser' in engine ECU, if not engine must start without a problem, if no error and no starting, there is other problem...
... if engine startt is blocked by immo it must start for one second...

EDIT:
05A2 say that fuel level in fuel pump housing is low, check fuel level or fuel transfer pump... in tank
and what is that engine code, what year, thread is A4 2004 EDC15VM+, now you write that it is A6 114KW which is 1994-1997year?

if fuel injection pump VP44 is changed, must be paired with engine ECU, because it have immo function, this is easy if you have VAG-COM or VCDS...

VCDS i dont have .
Yes it's VP44 and was changed , but i think only i can in ECU immo off and all will be ok cat start.
If it's was changed other car need synchronize with ECU ?
And if i buy VCDS how i can synch... VP44?

On this car Immo offf does not work if pump was replaced.
You much adopt pump to car.

So to me need pin code and with VCDS rewrite?
Sorry for stupidity.. but i have old pin car code 7664 and this code need rewrite in ECU with VCDS?
If I buy Vag Can Comander 5.5 + pin reader > can I do with him this car?

you need only VCDS or vag-com, I think simple KKL interface and vag-com 409.1 version will be enough to make it work, pin code from your ECU dump is 7664
here is procedure:
Injection Pump Swapping
Prerequisites:
? The NEW Injection Pump is installed in the car.
? Battery voltage at least 12.5 V.
? Make sure to have the Immobilizer PIN, for the Engine Control Unit (ECU).
[Select]
[01 - Engine]
[Login - 11]
? 4-digit PIN
? The PIN needs to be entered as 5-digit number. For example, if your PIN is 1234, enter 01234. in this case 07664
[Save]
[Do it!]
[Adaptation - 10]
Enter 050 in "Channel Number".
[Read]
? 4-digit PIN
? The PIN needs to be entered as 5-digit number. For example, if your PIN is 1234, enter 01234.
[Done, Go Back]
[Close Controller, Go Back - 06]
? Switch OFF the ignition and let the car sit for ~1 minute, then switch ON the ignition again.
? Start the Engine to verify the adaptation was successful.
GOOD LUCK!
