mine does tbh and i dont know why maybe the router cant distribute the load correcty, but it only effects the likes of sky italia ect if utorrent is on my picture glitches and freeze's turn utorrent off it is fine
its not really a problem if there is somthing i really want to watch i just have to turn the downloads off for a bit

It definatley happens. Unless you use a router with QOS (quality if service) meaning you allow more traffic for that port.

It has a massive affect on your dreambox as your sending out requests for keys so if your using all your upload speed on rubbish p2p then you wont get your valuable codes. thus making your CS jump like mad.
Ive had this on a good few of my m8s boxes and had to make them aware about using p2p not only is it rubbish but it also kills your bandwidth.

The only thing you can do is try a different sever first off as that may be the main culprit

I had the same issue. I am using utorrent. A temporary fix is to limit the upload of your p2p. I suggest limit it to below 10kb/s for the times you want to watch tv.
Big upload numbers suffocate the whole bandwidth thus limiting download too, meaning that your dreambox will suffocate too.
hope it solves your problem

Anything that uses bandwidth on your network
