problem reading and re writting to 93lc46

Hi,I am having a lot of problems reading and writing to 93lc46 and 93c46 eproms.I am using a new gq-4x programmer and i have tried a elnec as well.I have a new soic clip as well.Please can someone help with some information.Thanks
