Is it the key file which changes the frequency? or type of NEC chip? or the key board itself?

To find out frequency something like this (http://www.aliexpress.com/item/Frequency-tester-can-test-Car-IR-infrared-remote-key-frequency-range-100-1000MHZ/651313583.html) maybe

The large black 2 solder pad chip (on the other side to the nec chip) on the edge of the pcb:

13.xxx = 433
9.xxx = 315

Correct, car will start but radio remote will not work (IR remote will still work though).
