Cat ET 2010b/11b install loop. WHY??

Hello Gents, I have an issue that has me going crazy. I can not figure out why Cat ET goes into this install loop. Here is my scenario, a fresh install opens and runs great. once I close it or restart the PC. it wont get out of this damn loop. Look at Image below. Any tips will help Thanks in advance for your help.

I have the same problem on one of my pc. I tried many time installing. delete and reinstall but the same problem as rudamie
I even tried connecting upon fresh install but it does not recognize the com adapter

Please someone here must have the answer
