I need of working flash for Mitsubishi Lancer 1.5L 2009 , ECU 1860B170 .
The car is damaged after testing with some bad diagnostic device.

in your dump i see CK and maps i think dump can be good

The ecu is damaged after connect with bad diagnostic equipment, the fan is run permanently, and other modules not have CAN communication with engine ECU.
Where is the problem?

try update ecu via dealer tool.

What tool damaged your Ecu ?

flash seem to be ok . Have you check with tester for DTC ?

I don't know with what tool, yes I check for DTC with Abritus , with Launch but not have DTC.
Not have and live data parameters, only fan is run permanently and other modules not have CAN communication with engine ECU.

Your ECU in a boot mode, read 93A66 i will correct it
Or buy MMCFLASH and unlock it one bution.
