the problem still persists....car dosnt start!

all help is very much appreciated .....PLEASE!

***PS...Ive tried emulators, and did the file adjustment in the 24c16 to use the emulator!

I know there has gotta to be a working 24c16 immo off file....ive seen it in here, but caNT FIND IT!!!!
