Read/write 68HC05B16 Device not respond UPA

Hello,

i try to read this chip
Read/write 68HC05B16
upa says all the connection good, all green and ok but get always when i try to read error:
DEVICE NOT RESPOND

Lifted 2 PINS: PIN IRQ AND TCP1

KHZ standard 4000, tried all KHZ always dont work.

Someone expierince with that?

you need external power for upa , change for 8mhz oscillator and make test connection .

hi did this steps.

tried 5 and 12 volt and 8 khz
no connection, device not respond.

all pins okay and green, strange!? could it ne secured device?
