Vcads volvo HELP

I have been trying to figure this out for a while, is there a version of VCADS that I can download and install to be abble to program new parts like Climate controllers, clusters, ecm on volvo trucks? Please help I am farily new to downloading and installing these tools.

Does anyone at least know how I can program Volvo VNL AC control panels? It looks like every time I need to change one it will have to go to Volvo Dealer.
